Saving images in 4-bit?

I have Photoshop 7 and I'm tring to save the .bmp image in 4-bit, but it only lets me do it as 16-bit...
So I saved it as 16-bit and used SkinStudio to Prepare Image... and it looks horrible...
So how do I save my image in Photoshop as 4-bit?

in photoshop I use local(selective) at 16 colors with either none or black and white forced with a 50 to 75% noise dither. Be careful tho, it may not be an issue with the actual image. If the image looks good in ps, but horrible when you reboot, then it may be your progressbar, (if you used one). I have that problem with mine. For some reason the image looks great without the progressbar ani.

Also, I didn't mention before. If the image looks bad in ps, then try to remove colors, or have as many things the same colors as possible. image indexing dumps color info, so the less info you have to start with the less it will attempt to blend while it dumps the rest of the info. I usually have a solid color back, such as black or grey, and I try to keep my colors as minimum as possible. This will aleviate the work ps has to do to try to blend the previous colors it is working with.

be using an image with too many colors, images for bootskin have only 16 color palette.
