Splitting taskbar in parts

Hello. Could you please suggest an application which will allow several taskbars, so that, say, these 3 running programs will be shown at bottom of screen, another 5 at top, etc.. kind of organising them.
Initial problem is that it's hard to work when there's 10 - 20 running apps in the taskbar.
Would appreciate any suggestions.

I have found that switching to a vertical taskbar helps to be more efficient when I have alot of things going on.
