Quick Launch Toolbar

I have seveverl HDD's on which i use different WindowBlinds skinds... in a way to tell them apart, but also for fun.
Recently, I installed one of my favorites so far, the "Retro" skin. The question I'm about to ask here may or may not have anything to do with that that aforementioned installation of WB and it's Retro skin, however, I wanted to provide that info as a potential variable which could be affecting my situation.
the Issue at hand is the QuickLaunch Toolbar.
To test the "symptom", i've installed Retro on two differet HDD's, both w/ basically the same XP Pro installation, and both w/ WindowBlinds 4.5.
On HDD #1, I am able to customize the size of the QuickLaunch toolbar's visible icons. The default is 3 icons w/ an expandable section which hold the rest of the items in the quick launch. I noticed a little bar next to the arrow which expands the extra icons for visibility, and i realized if i slid the bar to the right, the rest of my quicklaunch icons became visible. I could have them all visible if i pulled the bar all the way to the right. So now i have it set to display my 4 most favorite apps.
on HDD #2, i do not see that little slide bar, and I'm stuck w/ the same old 3 visible icons, and can only see the rest of my quick launch icons if i expand it at the arrow.
I've tried to be as explicit in my explanation as possible, but i realize that this may be a confusing description nonetheless. If anyone out there knows what i'm talking about, and can provide me w/ a solution so that i can adjust the "size" or amount of visible icons on the quicklaunch toolbar (without expanding by clicking the arrow), I'd really like to hear where the setting is to enable the little slide bar.

Locking the taskbar locks both it's position on the screen, and the current size of the quick launch area, which hides the adjustment line.
