Installing dxpacks

I am very new to this XP modding. Do you need to buy the full version of DesktopX to use the linked-to theme? I can't get it to work. I unzip the downloaded file and then double click on the .dxpack icon that appears. Is there something wrong I am doing? Or do i have to buy $19.99 version of DesktopX?
