Windows Maximize Too Big after Uninstall

When I uninstall Active Desktop (or just turn it off) and go back to the windows default, maximized windows take up the entire screen rather than leaving the Start Bar on top. I think this is called "workspace" in Active Desktop.

How do I restrict the workspace without using Active Desktop so that the Start Bar is visible with windows maximized? Is there a registry edit I can make?

Right-click on the taskbar. Select properties. Look for the option Keep the taskbar on top of other windows.
