Sonic themes

I've always wondered why Stardock has never done an application like IP that could be called sound packager. Is it due to file size limitation? Is it due to lack of "Sound Engineers" who would create a "Sonic Package" that wouldn't create copyright issues? I would not be able to create a WB package or anything that required "Drawing Skills" but I know all about sound and could certainly create a sound package. And an original one at that!
Has Stardock ever tried to create such an application? Is there another ap that works like this?

ToeJo: What kind of sounds do you mean? If you mean sounds to use in skins and themes, then I don't think Stardock need to create this kind of application, as there are literally thousands of royalty free sounds and music available in many places on the net.

I think ToeJo is referring to a 'sound theme' idea - it's been raised before IIRC. By that I (& I think ToeJo) mean(s) a package of sounds that apply to the windows (& windowblinds) actions - shutdown, startup, open window, minimize, etc, etc.
In the default Windows control panel->sounds option there is already the capability to save your current sound mapping configuration, so I don't know what could be added to that to make it any easier to use?

I specifically was thinking about a theme that would come pre-packaged. That you could simply unzip and it would apply itself like an Iconpackager theme. Yes, windows has the ability to add sonic themes...but how do you package them in a zip file and can you use mp3 files. Yes, Windowblinds also allows you to use sounds in it's system as well...but can it access all the different parts windows for sounds, such as startup and shutdown.
Again, the emphasis is on a package that could include mp3 files and could be applied in a simple format.
