Newbie please don't laugh but I need help!

I have long admired and used many of the skins here. I would love to start doing a few of my own. how do i get started???
(assume I am blonde, which I am. and start with the basics!) Programs I have include PSP, Adobe Photo shop, ummm, and assorted minor graphics programs)

PSP is all you need, plus a few tutorials http://www.psplinks.com/ and of course SkinStudio to put it all together.
