systemsettings.exe exception not working, titlebar missing

I modded a theme to fix some issues:

Unfortunately it messes with some programs, specifically the Windows "Settings" program (C:\Windows\ImmersiveControlPanel\SystemSettings.exe).
I have added a per application exception with a total exclusion however it still effects it by removing the titlebar! I have tried to use the "use applied style" disabled theme and other themes and it has no effect.
Suggestions please?
