Background not changing DESKSCAPE 10

I installed the latest version of Deskscape + ALL CODECS, I tried downloading new Skin/dream file and tried to set it as my desktop background(animated one) but it doesn't change the desktop background, and my desktop icons/files disappears - only fix is to do the Purge Clean method and re-install it, same issue is on repeat. Some works some not.
I tried many different fixes - but nothing worked. I also applied everything in this topic:

Hello ,
Seems that you may have a 3rd party app causing you this issue.
Would you Please do a Clean Boot: https://forums.stardock.com/485954/deskscapes-support-faq#cleanboot
then apply ( test ) a dream and report back here please.

I tried that but it is still not working - the desktop freezes.

Hello,
Here's one more thing I want you to try in settings.
I'm using EVR there are 3 settings to choose from try all 3
Media Foundation and VMR-9 ... one should work for you start with EVR.

I tried everything but it is still not working. I will try formatting my windows and see how it goes then.

I re-installed my windows, brand new installation. And it got fixed. No idea what the issue was.
