Desktop Right Click Menu in Windows 10

Just wondering if anyone knows how to change those white arrows on the right click menu in Windows 10. I have tried everything I can think of in SkinStudio and Windows 10 settings, but I can't get it changed. In some of my skins they are dark though, but in several others it is white like this:

All I can tell you is I have a note in my notes that "It can't be skinned."  I put a definitive "can't" in there when a reliable source says it, so that I don't keep looking for it.  Don't know who the source was (you're on the short list of course).

Hopefully I'm wrong.

Sat here and played for a minute.  As far as the arrow being dark or light, that seems to be driven automatically by the system color "Menu".  That system color in a darker range generates the light arrow, in a lighter range it generates the dark arrow.

At least it isn't driven by "Button Face".
