It does put some finer points on what we had already decided - They've dumped off a portion of their quality control onto the public.  I think this is my favorite part:

"Nowadays, Berg notes, it is Telemetry that the engineers look at to figure out how to fix these issues and fixes are then pushed to customer devices running Insider Builds again to see if the issue got fixed or if it created new bugs."

Kind of a "Lets throw this out there and see if it floats" approach.

I did quit clicking on the "Check for updates" button after your other post, and I noticed that the v1903 update wasn't pumped down on me.  A separate link for it was created on my "Windows Update" page.  I let it sit there for a couple of months before I installed it.  I hope they continue that practice.  My gratitude to people who actually want to properly test operating systems for MS, but I'm not one of them.
