Windows 10 update 1803 breaks Photoshop filters

The filters do their job but their effects are never applied back to the image or are applied and then vanish when you try to apply another filter.
Anyone else seeing this?
I'm using the Nik Effects collection and ON1 Effects standalone and PSE 15 64-bit.
