Icon Packager Problem

Ok, here's my problem......
Upon emptying the recycle bin, the windows 10 recycle bin refreshes.
The DesktopX recycle bin refreshes.
The Icon Packager recycle bin only refreshes if I click the desktop after dumping it..
What gives? A retired app works correctly, but an ongoing, still supported app does not?

Its April Fool's on Easter Sunday. They're either too busy prankin' or too busy eatin'.
