It depends on which version of windows you are using. You can copy the wallpaper in to the windows folder if you have Windows 9.xx. If you have Windows 2000 you need to copy it into the WINNT folder (same with WindowsXP) Also in WindowsXP you can just right click on the file with your mouse and select "Set as desktop". If you copy the file into windows folder, then you can bring up "Display" by right clicking on the desktop, going the "Desktop" tab and scroll down to the file name and selecting it.
I hope this solves your problem.

oh that's great HuronJoe, that answers my question, thank you very much .......btw does the wallpapers come in .jpeg or .bmp format?....I can only use .bmp as I don't use active desktop and I have found .jpeg only work if it's activated

It's up to the wallpaper author to decide which format to include. It's a mix of both. You are right, JPG only works if Active Desktop is enabled.

you could open a Jpeg with internet explorer, right click it and then select set as wallpaper.. it automatically be converted to bitmap and set as your wallpaper it's that easy same goes for any image format that can be read by your web browser...

If you get a wallpaper changer, you can use jpg, gif, bmp, etc.....
Here's one--> http://enclave-i.dreamflow.nl/quickchanger/

There are many others.
