why not lower health care costs?
One way to do this would be to remove fraud from the system.

Ever been to the urgent care to get your stitches out
and the guy pulling them doesn't turn the light on until
he realizes he can't see what he is doing
and when you get home you pull the rest of the stitches
out of your chin using two mirrors because he missed some of them,
you will.
