weird problem - Explorer Minimize,Maximize,Close Failure

Ok rough problem here, i get everything working fine exept the Explorer Minimize,Maximize, and Close. This is a problem with all skins when i open IE or My Computer. I am running 3.5 WindowBlinds and i dont understand why this problem is occuring..
please assist.
