It's March 1st here in Oz... and I'm testing my mettle.... er... Metall.... 
Our Community Project "Metall Tech" is steaming ahead with a number of accessories already uploaded and lots more to come.... something for everyone's desktop... 
Edit: the accessory list is nearly completed...a couple more walls and maybe a Rainmeter and we're just about done.... link...
below is a screenie of many, but not all, of the accessories available... just too many to include all... a real treasure chest for customisers... 
Thanks to all the skinners... cheerleaders and the blind creator, bleumart, for such a fun project... 
so go on.....put some Metall in your March...

Windows XP, Windows 7, Windows 8.1, Windows Vista, and Ubuntu, from left to right. All VMs except for Windows 8.1.

Snowman... maybe you can try to apply the wider startpanel substyle and see if that problem go away...
Ok..... I tried it, being confident that it would not do much difference. The startmenu has been fucked up on every Windows 8 skin I've tried, so far, but this time......
It looks like it all comes down to the width of the menu. Go figure.....

except the blank program list side is that intentionally blank out?

That is purely intentional. I hardly ever use the startmenu, so no point in pinning anything to it.
