I have no idea why you are having issues with the skin, Windowblinds skins do not do that so it must be something else on your system. Have you tried rebooting it? 
The ObjectDock tiles are indeed RingRings, but the ones in the screenshot were modified by me for personal use. Thanks for referring this person to the dock tiles Syd.
