How to change toolbar color of Internet Explorer 11?

Everything on my Windows desktop has a dark theme (using Windowblinds).  Im considering on switch back to Internet Explorer (from Firefox).  However, it has this ugly white color toolbar; which sticks out like a sore thumb on my desktop.  Also, it doesnt even try to use the system scrollbars for some reason.  So, those stick out like a sore thumb as well.  I tried searching for a solution online; but couldnt find a definitive answer.

Knowing Microsoft, I'm sure they're trying to force people to only use white toolbars and proprietary scrollbars.  Could someone please offer definitive information on how to reliably change the IE 11 toolbar to something different than what it comes with?  Using system scrollbars would be nice to.

IE11 is very new,Windowblinds has to fine-tune with it which sometimes "borked" up. Unfortunately,based on your preference (dark theme),that inconsistence has to be sustained.   

 

And it hardly has one handy tool would alter the default toolbar theme on IE,unless in brutal hack the .dll from the system.
