Looking for a skin

Hello everyone,
I´m new here and need some help to find a Theme (i mean the taskbar). I saw it on the Youtube ().
I´m a big fan of all about Tron!
I hope some one can help me.

To apply the cursor, you will need CursorFX, which you can get here. https://www.stardock.com/products/cursorfx/downloads.asp
There is a free and a paid version.
