Skinning Google Chrome ScrollBars?

It's Now 2013 & I Am Asking The Same Question.... Can Google Chrome Scrollbars Be Skinned Now? Or Any Of The Chrome Browsers? I still Love Using Chrome As Its The Only Browsers That Works Good For What I Need To Do Online. So Can Anyone Help Or Know Of A Way I Can Get The Scrollbars Skinned It Still Bugs Me That Only Parts Of Chrome Is Skined & Scrollbars Are Left As Basic Grey ....Thanks
