WindowBlinds installation issue

I downloaded windowblinds and it says that i had a problem with the installation. It opens but i cant change themes and it reverts me back to windows 2000 theme.

No my OS is windows 7 and it wont work. i tried rebooting reinstalling and when i went to repair it said to fix the path name by adding a "%s"

What OS.... surely not Win2000? ...
