Unable to install IconPackager

Recently I purchased a copy of Icon Packager from the Stardock site, and unfortunately I am unable to use the program, whenever I load it, I get an error message the says I have looked high and low, I even went to the Florida Key to look and could not find a duplicate file, can someone shed some light on this issue, I have an open tickedt with suppor, but to date they have not respoded
Error 1312. Cannot create the directory
C:\Users\George\AppData\Local\Temp\mia4CDB.tmp\IconPackager.exe'. A file with this name already exists. Please rename or remove the file and click retry, or click Cancel

Try running the installer as an administrator
