Out of the skinners who have been around a while, I would have to say Koasati and Davidk. They both skin the way they want to skin, without thinking more about what's popular than what they like themselves. They are both very helpful to newbies without being condescending (usually).
As far as newer skinners, there are so many with a lot of great potential I don't think I could choose *s*.
Unfortunately I'm very concieted, so I'll have to say that my favorite skin is whatever skin I am working on at the moment *s*

My fav "artist" is craeonics & Nuvem
(though the dutchy is stingy so I have to beg & steal from him)
Fav skins:
crae's beasty bug skin for winamp 3 (sexy bug)
Paxxy's skewed Bar for Themebar
Paxxy's iwin wb skinz
Treetogs & Alex stuff (specially the recent woody site theme)
Dangeruss - forgot the name but it's an orange creme theme?
DavidK - Doreens TV and "Chrome" windowblinds Mmmmmm
Koasati's - Cursors for CursorXP (them see through orange ones)
Crumbut's - Candy flavored windowblinds of course (cept his extra testosterone ones)
sure I forgot some...

this is an unfair question
with time, and my changing moods, i use different outstanding skins.
however, at the moment, i most like:
Alexandrie's WB skins
Bleu, XPCobalt and Aquarium
for coolplayer, it is always Sputnik by treetog

basj, your winamp skins are great!
I personnaly don't have time so much for hobby so I mostly use my own stuff and treetog stuff.
Everyone has it's own style and that's great

I really enjoy the Logika themes for WB, DesktopX and ObjectBar. I checked my personal WB skins list and adni beats out Treetog as my fav artist.
