theme manager issue

When installing a theme it does not appear in my theme list and doesn't change windowblinds.

TM has been broken for a long time. It's performance is spotty at best. On average, it will apply wallpapers,(sometimes) and that's about it.
It's best to just apply the elements separately.

Click on Skin Options in Windowblinds and select Rebuild List and see if it shows up then.
