I cannot create my site.

Can someone plaese give me some information on how I can create my site? I have searched the forums and I have tried what the forums said to do, but i still can't create my site. When i click on the "My Site" button, it takes me to a page that says, " Internet Explorer Cannot Display This Page". I searched the forums and one person said that there would be a link on the Homepage which says, " Create Your Site", but that does not show up on the Homepage for me. I tried deleting the cookies, but that doesn't work either. I have tried to add favorite skins, but when I do, it takes me to a page that says,"Sorry, you currently do not have the appropriate access to use the add favorite skin function. In order to use this feature you must first activate your WinCustomize Personal Page.To activate your WinCustomize Personal Page visit "Personal Site" tab in your settings. Once you have created your personal page you will then be able to add favorite skins to your site.If someone can give me some information, I would really appreciate it. Thanks.

User sites were once a feature of WinCustomize but have not been since 2007 or 2008 I think.
