What program do I need to skin?

I've been a loyal user of BootSkin, IconPackager, WindowBlinds, and CursorXP for 2 years now, and I want to make some personal skins. What program(s) would I need? Especially BootSkin?

I think maybe you're looking for tutorials more than you are programs, and keep in mind, that not all of it is easy. some skinning takes a TON of time and work

if you are looking into windowblinds skinning, skinstudio is also a good idea as it sometimes becomes a major headache to try and do it by hand P
