even with tiles closed I'm getting several dll files that appear to be active and will not let me delete the program.
what is the proper process for deleting the program?

I know this may be seen as nitpicking, but isn't meant that way as I know several people who like to delete things.
Never "delete" an installed application. Always uninstall. Deletion doesn't uninstall registry entries, doesn't stop running services, it simply deletes.
If you mean uninstall when you say delete, please disregard this reply.

You said there were files which wouldn't close so you couldn't uninstall. That app will let you close all those files...then uninstall.
Or not.
