how do i download and activate to comp?

i download the file but it only comes up with a kb size file and it won't let me put it on or anything can anyone help me and guide me through this issue?? i also have winrar is that what's causing this??

Do you have the WindowBlinds program installed with which to run this skin?

Okay ltmolitor that is a WindowBlinds Theme or Skin, so in order to apply it to your desktop you will need the WindowBlinds program. You can go to this link and get the program. https://www.stardock.com/products/windowblinds/

You can try the Trial version first to see if you like WindowBlinds, it is good for 30 day.
