Wba file doesnt work?

hey , im new ( never installed a theme/ blind etc )
i've got a problem with the toxic blind , if i want to dwnld the file im getting an empty wba file , so even unzipping isnt possible :/
can anyone help me with this ?

You need the program WindowBlinds for it
