How do I open a boot skin?

Alright, first of all I am new to this customization thing, and I am fairly nooby to windows 7 ultimate, but hey, one has to learn.  Anyways, I got referred here, and this seems like "the place" for customization and whatnot.  But I have to ask, even though this is stupid... is there some sort of free application that I can use to open these bootskins?  And am at the right website for windows 7 themes?  Thanks guys and girls.

For one you would need the Bootskin program installed but if you check the Bootskin requirements you will see:

System Requirements
●Windows Vista
(Bootskin is not compatible with Windows7)
It is not compatible with Windows 7.
