Cannot Double Click

Hello,
Ever since I got a new computer with Windows 7 I cannot double click to open files.
I have to right click and then choose open. I went through a lot of settings including going into the control panel but nothing seems to work. I also keep choosing different cursors but with no luck either. Does anyone else have this problem?

Or open up folder options and there should be two boxes you can tick. Top one is for single click, bottom one is for double click. Make sure the double click is ticked.

Have you tried the double click settings in mouse settings,it could be too slow or two fast.
