I am getting errors when trying to download anything from SDCentral. Here is the Install Log for Theme Manager. Can someone please tell me why I am getting these errors and how I can resolve them?

I can't change the server. The only server on the list is California1.

hummmmmmmm...that ain't right. Log out and re-install SDC right over the one you have. Let it auto-update itself. You're looking for the 'Atlanta' sever. Let me know.

When it autoupdates, the only server available is California1. I tried hitting 'Refresh' next to the servers list, but with no result.

I checked and that is the version there (should be 1.21.241 Build 37). I'm trying to find a back door for that version, so give me a couple minutes.

Ok...I think I found the answer 
Un-install SDC (you can use the Control Panel/ Add & Remove) and then delete the "C:\Program Files\Stardock\SDCentral" folder. Re-boot and try the install again.

OK, SDCentral is now updated to 1.21.241 Build 37. However, the only server available is California1 and I am still having problems downloading.
The contents on servers.xml are as follows:

I think I have come to the conclusion that none of my XML files are up to date, even though SDCentral is the latest version. What can I do about the XMLs?

I'm having the same problem with downloading windowsblind4. It gets stuck at WindowFrameRightUis2.bm_ and says failed com error and incorrect file size. The version of SDC I am using is 1.21.241. Also, the only server on my list of servers is US-California1. Any help in this matter is greatly appreciated.
