how do i use a suite files?(eg.Observation Deck.suite)

Do you have ThemeManager and teh applicable applications?  

Start with ThemeManager.  Download and install it. (https://www.stardock.com/products/thememanager/)

Then download and run a suite file.  It will indicate what applications are needed to apply the suite parts.  (https://www.wincustomize.com/explore/suites)

You need to have Theme Manager and then all of the associated programs like WindowBlinds, CursorFX, IconPackager and such that have skins included with the Suite.  Hope that helps. 

EDIT:  I'm getting very slow with my typing.

 ... or you can rename the file as .zip, unzip in a folder and move differents apps floders where they have to and though use only the apps you have / want to

That is why there are always all the links for the individual components. Download all of the ones you want. That is a very nice theme, especially with the gadgets and stuff. One of my all time faves. Enjoy.
