DLL ERROR......ANY IDEAS? THANKS

Hello....I just downloaded windowblinds 2.2 to check it out....Im running Win ME. Everything seemed to be running great until I tried to download a file. Then crash....and this is what it said......
NEWDOTNET2_109.DLL ERROR.....then closes explorer....it does this everytime I try and download a file.....and Im NOT running any download programs like Gozilla or anything like that.........any ideas would be great.......

Yea...Im sure...I unloaded and reloaded just to make sure.....don't know....not doing it now.....WEIRD>.....who knows.....COMPUTERS...GOTTA LOVEM.......
