Dock in front of taskbarbar?

Hi, I was wondering if there are any dock applications that can sit in front of the taskbar like in the following mockup?

From what I understand, most docks will sit either above or behind the task bar, but no in front if it

The Windows taskbar likes to be the center of attention. It will not allow anything to be in front of it for very long. You can do a hide taskbar when not in use and then place your ObjectDock at the bottom of the screen, but even if you have always on top checked, the taskbar will override the dock.
