Best Software to use?

What is the best software to use when creating new images or doing anything on this site? I have Photoshop 5.5 along with Image ready, but what else should I get?

Depends on what you want to skin. If you want to do WindowBlinds, I would suggest SkinStudio, and of course the program(s) you wish to skin.

I'm lookinh more for a program that can handle object manipilation or something that can create wire frames?

You can do Wireframes in 3ds Max...Adobe is great for any type of manipulation
