Is it possible to change the language in Windows? If not, how do you test skins in foreign languages?

Control Panel>Regional & Language Options

For some languages, you may need to download a support pack from MS, but most are supported by default.

I tried that but all it changed was my clock.

you cannot change the 'internal' language of Windows - as in changeing the overall language in menus, toolbars etc etc
For that you need the whole Windows setup for the language you want.

The option Shameless mentioned only changes your keyboard layout

One way of testing skins in other languages is to get in touch with someone with other languages than the one you use, and let them test it
