I think I know how to fix this,
Go to the Sportsman-Blue folder, and open the UIS file in a text editor.
Using the "find and replace" tool.
Set it to find sportsman, and the replace it with sportsman-blue. All instances.
Save it.
Open your WindowBlinds Configuration Window, or Display properties, and it should be there.

Oops nevermind, when i went back into the .uis file and looked at it, all the "sportsman_blue"s were "sportsman_blue_blue" for some reason hahahaha. There is one problem though, the scrollbars are still yellow and I don't know where the files for them are. But they don't even show up on the windows anyway so I dunno.

This is what I found out. When i went further down in the directory, and looked further at the skin, I noticed that the start menu was also not blue like it is supposed to be. (in the windows XP way) So when i scrolled down in the directory, I found a "xpstuff.xp" file. So i opened that up with notepad and changed all the "sportsman" to "sportsman" blue but it still doesn't work.....I'm stumped
