Ever wanted to try your hand at skinning? SkinStudio 4 makes it easier than ever. SkinStudio 4 lets you create visual styles for a variety of programs (best known for creating visual styles for WindowBlinds).
Version 4 introduces a new skinning format called the Universal Skin Format (USF). Users/skinners can import skins into USF from, for instance, .msstyles, and export them to other formats such as WindowBlinds and Windows Media Player.

I have not changed a bit of that code, this must have coincided with some other change on your system. That's not really much it does while it applies a skin, it simply send a message to WB to reload. Exactly the same thing that WB config dialog does, AFAIK.
