Making a Object Dock Docklet

So, I've been looking for a while for a good way to organise my massive games collection on my Object Dock and I finally gave up and decided I want to make a games docklet. The general idea is that I can create a txt file which contains a database of all my games (which I can easily add to) and have something that when I click pops up a menu which displays the cover art of the game and information when I mouse over it.
Now before I get jumped on and called a noob I do realise that I need to know C++ (which I'm in the process of learning now for a completely unrelated project). I'm just wondering how best to implement the SDK into my code. Oh, and how much knowledge of C++ will I need before I can get to work on this? Cheers.
