snow effect
how can i create a snow effect?

so far my attempts at making my .dreams look snowy entail creating images in paint shop pro and the making muvee which i then superimpose over a vid to create a .dream - is there a simple way i can create a snow effect and if so how and what software do i need? thanx

Adobe After Effects with Trapcode Particular is best for snow effects, but they are a bit expensive.
