How to create DX Theme with Independent Resolution?

Here's what I do. Make everything fit into an area 1024 x 768. If you need to, use a 1024x768 wallpaper not stretched or anything, as a guide. As long as it fits inside that space, it's considered resolution independant because almost no one uses 800 x 600 anymore.

RnD made a great suggestion - I change my monitor's res to 1024x768 once in a while to make sure it's all good.

Use docking scripts, and perhaps set default positions from the screen width / height (System.VScreenWidth & System.VScreenHeight).
