Unable to get fence titles all facing the same direction

When I create a new fence after I have used the configuration tool to setup a set of fence areas the title positions are not consistant. An example is the title bar will be on top of the fence area for one and on the bottom for another. Anybody have this issues? Any ideas how to change it behavior? Resizing and moving the area to lock into a spot the same size as others does not work.
