Icons not scaling consistently

So I downloaded a bunch of high quality PNG and ICO icons to customize shortcuts for 3rd party applications so I can scale them to look like all the default Windows 7 ones. After changing the icons with the ones I downloaded they showed up perfect. I was able to rescale them up and down with no problems. At some point I refreshed the folder and many of them started to look small and ugly again while others kept their large scale. It seems that Windows is randomly choosing to display the proper size of the icons I choose. What is really strange is the actual .ico file stays large while the shortuct I used that .ico file on looks small.
This first screen shot shows the original ICO files large. The WoW icons I used for some shortcuts.

The next two images show my shortcuts folder where the icons are not scaling as the ICO scale. Some are and some are not even tho the icons came from the same icon packages in some cases. very confusing...

I was not sure where to post this kind of issue but I figure Wincustomize was the right place. Any help on this would be great!
