Well I Tried The Free Trial Of Deskscapes And Then When I Un-Installed It It Still Wouldn't Let Me Use Videos As A Wallpaper
PS it Still HAs a deskscapes in the drop down list

This means the program did not uninstall successfully or you did not re-boot after uninstalling deskscapes.

DeskScapes will allow you to apply .dream files as backgrounds. If you have videos you want to apply, you need to convert them to .dream files first.

On Windows Vista Home Premium you cannot run videos on your desktop without 3rd party software.

The only version of Vista that is able to display video as wallpaper without DeskScapes is Vista Ultimate with the Dreamscene Ultimate Extra installed.
You stated in your original post that you are using Home Premium 64bit.
Home Premium does not have the ablity to display video as a desktop background without DeskScapes.

Only Vista Ultimate allows DreamScenes, it is an Ultimate extra.
