If I took two images in photoshop and manipulated them to where they are not the same images, could I upload them as an original wallpaper?

I believe Skinhit is correct. Even though the imgaes will be 'manipulated' in photoshop, someone made those original images and you are changing them.
Of course it would help better if you identified where you are getting the images. Are they stock images that are posted for just the purpose you are planning to do or do they come from someones site or personal gallery or library?

Philly and Skinhit have my agreement. If you got a stock photo and manipulated it, getting the permission from the site where you got it might not be enough. You might also need to get a copy of the original artist's consent for that site also...Philly's question was very well considered.

Some sites have a section where anyone can use the stuff. If its from one of those, a link will need to be provided so a mod can check. Other than that, ya need permission to use something you did\n't make.

they are those generic pics that you can find all over the web. I have absolutely no idea where the images originally came from.

Even a generic pic had an author. Without the permission from the original author, WC won't post it. You probably could post your mod at some other site which has less stringent moderation.

pertaining that you are using royaltyfree/stock images you can upload them without any issues, if the pics belong to someone as mentioned already you would need to get permission to post them publically for people to use, and because they are "generic" doesnt mean that someone doesnt own the rights to them.
most of the time as long as you let the owner of the content know what you are doing with their pics and how you are manipulating them and using them, some dont have issues giving you the ability to do so, if you cant find the author of the originals i would just keep them for personal use.
using other peoples documents/files can be tricky at times, specially when you dont get permission and the original owner finds out, like in my case, i found someone that was using my images as their own on their site and i was pi$$ed, but very confused as to why they didnt ask for permission, i am a simple guy lol and if asked i surely would have said yes to anyone wanting to use my images as there own, but there is nuthin worse then finding your pics with someone elses name beside it on a site....
basically be careful of what your using and always get permission...lol

I would contact the site where you found the Wallpaper to see if they know...or 2 or 3 sites - wherever you saw it posted...and ask them if there's a way to contact the author for usage permission.
If they can't or won't give you that, nor copies of blanket permissions, I'd abandon it and start something of my own.

I believe you will still need permission from the original artists (since the wall will be for distribution) and include that permission in the .zip file
