Problem with Notepad vertical scrollbar and text window border in SkinStudio

Using SkinStudio, I'm not able to get the vertical scrollbar arrows and scrollbar background to line up properly in Notepad (though the horizontal arrows and background are fine). Oddly enough, they line up in every other app I've tried including Wordpad. Also, I'm not able to control the color of the 1-pixel text window border in Notepad or Wordpad (currently black). Any help would be greatly appreciated.
