How to change folder icons?

how would one change the folder icon for all fo them even when you make a new folder it will change to the icon you have set.
i know it can be done go here http://www.alienware.com/community/alienguise/theme-manager.aspx and download the alienwhere skin and it changes your folder and any new folder made it will be changed.
i tryed going to control panel, folder options, file types and changeing the folder icon from there but its dont allow you to do it. i also would not try changeing file folder in that area. i had to restore computer to a save point as that messed everything up as when opening any folder it would open as find. that can be changed i even tryed to make a manual open file but then thats when i could not open anything so just dont try that one. 
if i could open up the dll file and change just the folder icon in there then that would work as well.
i just want to change everythign faster i could just change them maualy but that will take for ever there so many folders and when i make new folders i still have to changeing those.
I am amazed i have a account i know i been here befor long time ago did not know i made one.

i still desiding what to buy. i like Winstep Xtreme the most but i dotn want ot have to buy your stuff then buy that just to have what i want i need to look more into these programs you have mosty that destopx that one seems ok but i seen bugs in the animation desktop backround but that could just be that animated backround.
