Help with strange problem skinning buttons

The top pic is what I get when I try to upload something, only one button is skinned.
The bottom pic is when I download something and is the way it should look. Both use the same images
but I don't know why it happens.
Does anyone have any ideas how to fix this ?
I'm using XP and the blind is XP with Vista parts added for useablity on Vista, no substyle.
Odd thing, it happens on all windowblinds.

Believe it just isnt skinned for anyone or any WB in that dialog.

Thanks for a reply vStyler, sure seems like an odd thing since all the buttons are the same for both dialogs.
Glad to know its not my computer or something like that, thats causing it
